yeah, there's a great difference between 50 dollar tripods and professional $900-2500 tripods. The difference is they work smoothly and are more versatile.
One thing is similar, however. Once they're locked off, all tripods behave the same.

different heads are rated for different weight cameras. So you wouldn't want to put a 35mm camera with a 1000 foot magazine on a tripod designed for miniDV. But most cameras either have a 1/4-20 thread or a 3/8-16 for the larger cameras to physically mount the camera to the head of the tripod (normally via a mounting plate). All tripods heads accommodate both sizes. I assume it's the same in europe because many of the cameras and tripod models are sold worldwide--but I'm not 100% sure.

I see what you're trying to do. In theory, as long as the sticks can hold the weight, it should be fine. But how is the head attaching to the sticks? This is going to be your problem as the lower end tripods aren't made to have another head put on them.
Tripods are one of those things you gotta spends some cash on. Unlike a 1000 dollar camcorder, a well kept $1000 tripod can last you decades.
