Introduction
Sichuan TV Festival is hosted by the State Administration of Radio, Film and Television (SARFT) and Sichuan Provincial People’s Government, and organized by Sichuan Radio, Film and Television Bureau and Sichuan Broadcasting Group. The festival has been staged nine times since 1991 and has become one of the most important international TV&film festivals in Asia.
College and university students are the driving force in the future of media industry. With the theme “Future in Hand”, the International “Gold Panda” Awards for Student of 2009 SCTVF is to provide a communication platform between students and the industry, promote excellence and encourage university students to observe, discover, think and create, therefore training professionals for the TV & film industry while providing college and university students with better opportunities when embarking on their careers.

Rules & Regulations
A. General items
1. All entries are exempt from entry fees.
2. Entries must be originated, written, directed, performed (Feature film only), edited and produced by students who are officially registered at a college or university. Entrants must provide the copy of their student ID card or other form of identification with the entry.
3. Entries can be submitted by individuals; colleges and universities are encouraged to organize submissions or recommend student works.
B. Requirements
1. Entries must comply with the laws and regulations of the People's Republic of China with distinct and positive themes, and should avoid material of an erotic, violent or sanguine nature.
2. Entries can be submitted only by organizations or individuals that own the relevant copyrights. The entrant is held responsible for any legal disputes. The Organizing Committee reserves the rights to void any entrant’s qualification and recall any awards.
3.Entries must have been completed between Jan 1, 2005 and Aug 31, 2009. No limits are placed on the length of entries.
4.Entries are not allowed to contain any advertisements.
C. Categories
1. The competition is divided into three categories: Feature, Documentary and Experimental Film.
2. Applicants must complete a separate entry form for each entry, indicating the intended award category. The Organizing Committee has the right to edit the supplied information for promotional purposes.
3. The Organizing Committee reserves the right to decide the eligibility and category of each entry.
D. Entry Materials
1. Entry Deadline: September 10, 2009. All entries, including cassettes/DVDs and related materials must be submitted to the International “Gold Panda” Awards for Student Office before September 18, 2009.
2. Entries must be submitted on PAL standard VHS or BETACAM SP, DVD (VCD) or DVCPRO cassettes. Please specify on the DVD/cassette the name, length and category of the entry.
3. The Format of FLASH must be avi or DVD, and along with a swf format document.
4. The name and length of the entry must be specified at the beginning of the film; the names of the production crew must be specified in the end credit.
5. Feature films should be submitted along with synopsis, character introduction and background story.
6. A minimum of four different JPEG or GIF digital images (800 X 600 pixels) need to be submitted. If not available, please mail four different stills (6 inches) for each entry. The images will be used for the publication of the International “Gold Panda” Awards for Student and the official website of SCTVF for promotional purposes.
7. The entrant is responsible for the safe shipment, insurance and shipping costs of entries. The Organizing Committee will take every reasonable precaution in handling entries, but will not be responsible for mail non-receipt, damage or loss.
8. The package must indicate the customs declaration properly marked as: “For Festival Purposes Only. No Commercial Value.” Entrants will be responsible for any duties payable as a result of incorrect customs declaration.
F. Rights Clearance
1. Entrants are encouraged to provide promotional clips of their entries. If no clips are provided, the Organizing Committee reserves the right to use approximately 5 minutes of clips from each entry free-of-charge for promotional purposes.
2. With the permission of the entrant, the Organizing Committee is entitled to select outstanding entries for single broadcast on TV during the Festival.
3. Cassettes and DVDs will not be returned, but retained in the reference database of the International "Gold Panda" Awards. The reference database does not serve any commercial purpose.
4. Participation in the International “Gold Panda” Awards for Student implies full acceptance of the Rules & Regulations of this competition.
5. The Organizing Committee is fully responsible for the compilation and clarification of the Rules & Regulations.
G. Promotional Activities
1. Catalogue of International “Gold Panda” Student Awards
Information about selected programs will be published in the Catalogue of the International “Gold Panda” Awards for Student free-of-charge.
2. Tour-screening and Broadcasting
Winning and excellent programs will be listed for a tour-screening in colleges and universities home and abroad, and broadcast once on China Education Television (CETV) as well as some other national and international channels, with the consent of the entrant.
3. Web Screening
Information about winning and excellent programs can be accessed on the official websites of SCTVF and CETV; Clips of winning and excellent programs will be available at “Heronsbill” – the documentary video website of CETV, as well as some other cooperating video websites.
4. Recommendation
Excellent works and producers will be recommended to TV & film organizations in various ways, thus providing students with career opportunities.
5. Marketing
Professional and marketable programs will:
① be screened at the International TV Program Market of 2009 SCTVF.
② be recommended to distributors from home and overseas attending the festival.
③ be promoted on the official website of SCTVF and other appointed websites.
6. Academic Exchange
“Production Seminars for Students” will be held in some colleges and universities, inviting talented students to present works, communicate production experiences, and explore production theories.
