Absolutely. Producing a film is just as hard a task as directing a film. It shows your ability to colaborate, get people together, and see a project through to the end. An executive producer is who funds it. A producer runs the operation. Often times amateur film "producing" isnt producing in the traditional sense but colleges like to see variety in your portfolio/reel and show you are able to do more things than just direct. You have to be dynamic as a filmmaker.

Putting down producer on your resume for giving a $1 donation would be a bit underhanded. If you actually produced something, then, yeah, it's impressive.

Well...one second film doesn't count at all obviously. I think he was refering to that as an example to "anyone can be a producer". People who donate are titled producers by the organization but in industry terms they mean nothing of the sort. It is more of a fine art project then a film.
