When I return to school in the Fall, I'll be 23... the ideas, and things I wish to do, seems, as I've heard, applies to an older crowd... are there any schools that have an older student body?

According to their catalog I've received in the mail last week, they have 30% of transfer students enrolled. I would assume the youngest transfer student would be 19 years old. 30% sounds like a lot so it might be a good fit for you.

There are definitely plenty of things to do in NY which obtains to the older crowd. I don't think you'll have a problem finding some place to hang out. I'm applying to SVA for the Fall 2009 semester with no worries about my future plans if I do eventually attend there.
