The call for a film festival code of conduct by filmmakers is gathering momentum around the world as a number of festivals directors have already committed to adopt the code of conduct. In addition a number of industry magazines and publications are now taking up the cause and running stories on both the code of conduct and the expose documentary that led to the conclusion that something has to be done to stamp out scam fests
With the open availability of the online submission process and little or no background checks, setting up a scam festival is a relative easy task for the criminal. Pick a catchy name that normally includes the something” International Film Festival”, then pay $500 to the main online submission provider and you're in business. You now have your very own “Scam Film festival” Some operators don't even bother with a web site, do not have an address , telephone number or company or registration number. Through the online submission which will also advertise your scam fest and send out e mails promoting your new festival the average scam fests can easily pull in around 250 submissions a year at £30 - $50 a pop.
Scam Fests are now a widespread problem for both filmmakers and legitimate festivals and are a menace to the industry. Given the seriousness of the problem legitimate Film festivals should openly support the ethical code of conduct. The proposed code of conduct has been debated and written with the contribution of not just film festivals directors but also by filmmakers from all around the world.
The code of conduct is so simple that even if a film festival refuses to adopt the code of conduct a filmmaker can use the code of conduct as a guide to film festivals. If a festival refuses to be open and transparent then a filmmaker can simply pass them by. There are plenty of legitimate festivals out there to choose from as long as you can distinguish the legitimate festivals from the scam festivals. The online community LinkedIn now has many groups dedicated to the film-making community. Many of the groups now have debates and articles about the code of conduct and the expose documentary. The creator of the code of conduct, Tyrone D Murphy who is also the man behind the expose documentary has been named by many of these groups as the top influencer and his topics have also been selected by many of these groups as managers choice. The focus of the expose documentary is on film festivals that are blatantly scamming filmmakers out of millions of pounds or dollars and or using the festival as a front for their own gains. This is the proposed ethical code of conduct that can of course be debated by festival organisers and filmmakers so a mutually beneficial ethical code of conduct can be implemented at the earliest possible time

Rule No 1: Absolute transparency in the selection process
Rule No 2: Names of the Jury and the selection Committee
Rule No 3: Clear contact details such as address and telephone numbers
Rule No 4: Company registration number or charity registration number
Rule No 5: Number of films submitted every year
Rule No6: Detailed history and statistics of selected films and genre
Rule No 7: A full history of all the winners and official selection
Rule No 8: Names of the person or individual who viewed the submitted film screeners
Rule No 9: Provide comments of viewed film screeners
Rule No 10: Festival organisers must declare any interest in any film submitted or in competition
