Ok I have 2 questions.

1)
OK, somone tell me if im stupid... I was thinking of making a short of that story "twas a night before xmas" and have like a narrartor reading the story and have it sort of like a comedy maybe...

2) look at this video http://mamaluke.sytes.net/ChristmasCompare.wmv I was wondering how I could add christmas lights on this house that like blinks and stuff is there any tutorials online to do this on after effects or something??

Please help me somone thanks alot...

You can just get the picture of the house into Photoshop, either draw your own lights, or edit real lights onto the house.

Then you can make three different versions with varying lights on/off. You import all three pictures into your editing program and just cut between the three shots to make it look like they're blinking.
